sound insulation starts with the engineering of the entire building: so-called "sound-bridges" have to be omitted by design (especially when using pre-made elements).
To further protect the inhabitants from unwanted noises from their neighbors, the floor has to be constructed as follows: polystyrene boards are covered with a "floating" cementitious screed (underlayment) - important detail: this floating sub-floor must NOT touch any of its surrounding, neither floor nor walls (use foam strips around the side), over this, the floor materials (particle board, SLU or the like) is being installed and then the desired flooring materials.
To retrofit existing floors with strong sound resonance problems, a similar route is taken: special sound-absorbing mats (eg. from Polyvert), are being placed above the substrate and they are being fixed in place using a type of flexible tile adhesive (eg. from PCI). Above this subfloor, tiles or other flooring materials can be laid.
